Earl Wacker, AARS Director


Earl Wacker is the VP Rail For AECOM, and is located in Chicago, IL. AECOM is a fully integrated engineering, construction and technical services organization with the capabilities to support the full project life cycle—from inception through start-up and operation to decommissioning and closure. URS offers planning, engineering and architectural design, environmental, construction, program and construction management, operations and maintenance, and management services. URS is also a top-tier contractor to the U.S. federal government in the areas of systems engineering, technical assistance, operations and maintenance, and environmental management services.

Mr. Wacker began his career on the Baltimore & Ohio Chicago Terminal Railroad in 1971. He has worked various positions for the B&O, Chessie System, and CSX Transportation in his 37 year career. In 2003, Mr. Wacker was appointed Director of the Chicago Transportation Coordination Office (CTCO) with responsibilities for the fluid operation of the entire Chicago Terminal railroad operation and the $3B CREATE Program.

Mr. Wacker retired from CSX in October, 2008 and accepted his current position with AECOM, formerly URS Corporation.

Mr. Wacker is past president of the American Association of Railroad Superintendents, a member of the American Railway Engineering and Maintenance Association (AREMA), Association of American Railroads, American Public Transportation Association, Chicago Metropolitan Agency for Planning Freight Committee, Northwest Indiana Intermodal Task Force, Northern Indiana Rail Summit, South Suburban (Chicago) Freight Planning Committee and the Union League Club of Chicago Transportation Committee.
